Two controversial decisions of the Aam Aadmi Party (AAP) government in Delhi on testing only those with coronavirus symptoms and blocking hospitals for residents

Coronavirus LIVE Updates: Lt Governor Anil Baijal has overruled the AAP government’s order to reserve Delhi government-run and private hospitals in the national capital for Delhiites, news agency PTI quoted its sources as saying. The lieutenant governor is also the Chairman of Delhi Disaster Management Authority.
Economic activities are further being allowed to reopen from June 8 across the country as part of Centre’s ‘Unlock 1.0’ plan. However, the state governments can also decide on easing of lockdown restrictions. Establishments will be allowed to open only outside containment zones.

Moreover, Baijal directed authorities and departments concerned of NCT of Delhi to ensure that ICMR strategy for COVID-19 testing in India issued on 18 May is strictly observed without any deviation.
He also overruled city government order for Covid-19 test only for symptomatic patients and said asymptomatic should be examined.
Everyone will be treated in Delhi without “discrimination”, Mr Baijal said in his order, asserting that treatment “should not be denied to any patient on grounds of being a non-resident”. He referred to the Supreme Court saying in various judgments that “Right to Health” is an integral part of “Right to Life” in the constitution.
